The work on the budget for 1902 has been completed by the members of the Board of Estimate and Apportionment, and to-morrow at 10 o'clock a special meeting will be held to formally approve it. It is now certain that the budget prepared by Mayor Low, Controller Grout, and the other members of the board will not be any higher than that prepared by the Board of Estimate presided over by Mayor Van Wyck.
