Houlihan represented a district on Chicago's north side lake-front in the Illinois House of Representatives from 1972-1978. He was appointed co-chairman of the House Governmental Organization Committee and served as vice-chairman of the House Appropriations Committee.
A life-long resident of Cook County, Houlihan is a graduate of St. Mary of the Lake Seminary with a B.A. in Philosophy (1965) and and S.T.B. in Theology (1967). He currently resides on Chicago's north side with his wife Anne Tighe. They have two sons, Mike and Dan.
